Create & publish ISO metadata for CLS outputs

As per https://support.d4science.org/issues/7578#note-3 publication of ISO 19115/19139 metadata in Geonetwork is mandatory.
Metadata should be created and published together with the data resources (WMS/WFS).
As way to move forward:
you may consider switching to Java gCube libraries, as indicated and recommended by CNR at https://support.d4science.org/issues/7578#note-3 (until the REST services introduced by CNR at Tcom become available for use, - planned for June 2017 - )
you may stick with Python (with scripting generally speaking), and enrich the script provided at #5828, you may look at https://github.com/geopython/pygeometa package for metadata generating. Similar is available in R instead (sticking in the scripting world) For the publication, it's a matter of invoking the correct Geonetwork API REST operation to insert new metadata (eventually update if you consider the update of existing CLS maps). To watch if there's any existing Python geonetwork manager.

As per our discussion with FAO 2 weeks ago, at a first stage, we will complete the metadata by hand via the interface as the number of releases should be acceptable to do it by hand.
