Revise the delete layer administration method

When we delete a layer the administrator receives weird logs.
Can you please take a look at the implementation and validate that the flow is appropriate.

We should also be sure that everything is deleted properly. e.g. the layer materialized views, template layers

The delete layer administration method has been revised. Related information for the layer (shapes, views, materialized views) are now have a correct delete procedure. In addition, the specific layer will be deleted from geoserver.
