Description

Create a new database table called Layer that will contain essential metadata for the available layers.

Shapes belonging to a layer should reference the records of this table. A foreign key constraint should not be created because shapes may reside in different dbs when the system runs in clustered mode.

The postgis plugin creates also a table called layer in topology schema so we may have to consider using a different name.

The layer should be linked with the vre that it belongs to

The following tables have been created:
* Layer
* LayerReplication
* LayerTenant
We are performing a heavy restructuring of the database, and there is some work still to be done (hibernate mapping redirections, layers names redirections not geoservers, etc).
I'll provide additional information since we have finalized the changes and get sure that it runs smoothly.
